The Huenyan government announced today that it has chosen Xochica, its current Secretary of Justice, to take up the role of Secretary-General of LIDUN. Huenya assumed the Presidency of LIDUN on August 5th, 2026.
“Secretary Xochica has extensive experience with understanding and enforcing the law, in a just and fair way. He has a very thorough legal education as well,” President Xiadani said at the announcement. “His commitment to ensuring that law and order are upheld through just and civil means will translate well into his new role, revitalizing LIDUN and helping it reassume its role as a strong guide of the international community.” The President also cited Xochica’s role as leader of the committee that helped draft the original Huenyan constitution upon independence as further credentials for their choice.
“While I will find it hard to step away from my role in cementing the foundations of justice and a rules-based legal structure in Huenya, I am deeply honored to have been chosen for this role as Secretary-General of LIDUN,” Xochica said at the announcement. “I look forward to filling a similar need at LIDUN, guiding the organization and the international community as we face both great promises, and serious challenges.” The incoming Secretary-General said that “reining in rogue states and bad international actors” would be his top priority, followed by “encouraging greater diplomatic, economic and social interaction and integration between nations.”
The incoming Secretary-General obtained his foundational law degree from what was then the Imperial University of Ixtenco in 1989. However, he was denied a Juris Doctor from the university after they rejected his thesis. The thesis, which focused on ethnic disparities in Imperial criminal sentencing, was deemed to be biased by the committee. Xochica declined to resubmit the thesis rather than conform to the demanded revisions. Xochica was granted his JD by what became the Huenyan National University of Ixtenco in 2023.
During his tenure as Secretary of Justice, Xochica and the Justice Department focused heavily on navigating the tricky relationship between Huenya’s major ethnic groups. Protecting individual rights, preventing discrimination, combating terrorism and prosecuting war crimes were the focus of multiple task forces started by the department under his leadership. Some right-wing and nationalist elements criticized Xochica and the department for an alleged heavy hand during his tenure. However, the general consensus in Huenya has been that Xochica encouraged a firm but fair justice system to emerge in the country. “In the hands of an unscrupulous or biased person, the Justice Department could have been used as a cudgel for the government. Xochica prevented that from happening, at some pivotal moments,” Yauhmi, the cihuatlatoani of the Xiomerans in Huenya, told DTNS. She cited the Golden Blade insurgency as a particular example. “There was a real temptation among some within the government to make ethnic Xiomerans the enemy, to label all ethnic Xiomerans as enemies of the state. Xochica resisted that very strongly behind the scenes, and that is a big reason why Huenya managed to reach a point of stability.”
While most Huenyans have high praise for Xochica and believe he will perform well with LIDUN, others were not as enthusiastic. The Xiomeran state media service, XIN, labeled Xochica’s appointment “a troubling sign” and warned that Xiomera “will not tolerate an anti-Imperial bias taking root in LIDUN just because Huenya got a pity appointment to its presidency.”
The Huenyan government said that Azcaxochitl, current Deputy Secretary of Justice, will assume the top role at the department until the Federal Legislature confirms a permanent leader.
