The population of the nominally independent nation of Samara Island has more than doubled since the outbreak of the Thraxian Civil War. The island, which declared independence from Zargothrax in 2023, has slowly been recognised as independent by more and more countries despite the unusual circumstances of the initial declaration: namely, that it was made by a cat. Given that all three factions in the Thraxian Civil War seem willing to at least treat the island as independent, it has become the closest safe haven from conflict for Thraxians. This has led to numerous Thraxians decamping to the island as the conflict has continued to drag on with no resolution in sight.
Travel to Samara from Zargothrax is very deregulated, as a consequence of the relatively recent independence. Thraxians can enter the island with no visas or other restrictions – although travel to Samara is relatively unregulated for people from any and every country. The influx of people has yet to cause too many problems, as most of the incomers have brought some level of money with them: Thraxians without means have generally been unable to leave. The island’s population – approximately 400,000 as of the declaration of independence – was already smaller than the natural resources of the island were able to support; and the island’s budding status as a tourist hotspot and tax haven have meant imports from further abroad have not been hard to come by.
The conflict in Zargothrax had been relatively frozen from near the beginning until last month, when the faction officially led by self-styled Queen Leila began to break out of the territory they had previously held. Since the resumption of active hostilities, the number of people seeking to flee the country has once again increased. Suspicions and a lack of clarity around who Leila’s supporters are have only added to the confusion and desire for escape, as Thraxians fear coming under the control of whatever unknown forces are supporting the teenage monarch.
For being a relatively new independent nation, the Samaran government has been surprisingly stable. The island’s nominal Head of State is the feline who initially “declared independence”, Sawalif. The current Head of Government is Akilah Samara, the daughter of the island’s previous non-independent ruler. She is supported by an elected chamber of human representatives, from which she has chosen a cabinet. Also elected is a second chamber of cats, openly intended to be solely a tourist attraction, which has no actual power of governance. Voting rights are held by humans over 18, who have resided on the island for at least two years continuously – currently regardless of legal citizenship, though this is set to be restricted to only Samaran citizenship from 2030 onwards. Cats of 2 years and over can vote solely for the cat chamber, as long as they have also met the two-year residency requirement.
Samaran citizenship is open to anyone previously of Thraxian citizenship who has resided on the island for 2+ years. Anyone who does not possess Thraxian citizenship will have to have lived on the island for over 5 years to be granted Samaran citizenship. Presently, residency length is the only requirement for citizenship, and anyone who can prove the length of residency will be granted citizenship without further testing. A nominal fee of 100 Thraxian Rials is required for non-Thraxians to apply; however as a Thraxian Rial is near-equivalent to a penny on the Sanctarian Pound, this is hardly a barrier to any but the most destitute.
